Why Cold-Chain Reliability Matters for Export Growth

Cold-chain reliability is a commercial requirement for exporters of temperature-sensitive food, agricultural produce, pharmaceuticals and other controlled products. It protects quality, supports regulatory compliance and gives international buyers confidence that products will arrive in the expected condition.

A cold chain is more than refrigerated transport. It is a connected system covering production, pre-cooling, storage, packaging, loading, inland transport, port handling, international freight and final delivery. A failure at any one of these stages can shorten shelf life, reduce quality or make a shipment commercially unacceptable.

The scale of the challenge is significant. According to the United Nations Environment Programme, insufficient refrigeration contributes to the loss of approximately 526 million tonnes of food annually, equivalent to about 12% of global food production.

For South African exporters, reliable cold-chain planning can therefore influence more than product preservation. It can affect claims, buyer relationships, market access, repeat orders and the long-term competitiveness of an export programme.

Treat the cold chain as one connected process

Cold-chain reliability depends on consistent control from the point of production to the final destination. Refrigerating a container cannot correct quality deterioration that has already occurred during harvesting, production, packing or temporary storage.

Exporters should map every point at which a product changes location, handler or temperature-controlled environment. This creates visibility over where delays, incorrect settings or poor operating practices are most likely to occur.

Three outcomes should guide the design of the system:

Each outcome depends on defined responsibilities and verifiable records. If the exporter, packhouse, warehouse, transporter, terminal, carrier and importer work independently, gaps can develop between otherwise well-controlled stages.

Define the product’s temperature profile

Different products respond differently to temperature, humidity, ventilation and journey duration. Exporters should therefore establish a written product profile before selecting equipment or booking transport.

The profile should identify:

  • The required storage and transport temperature range
  • Acceptable humidity and ventilation conditions
  • Sensitivity to freezing, heat, moisture or condensation
  • Expected journey duration and potential delays
  • Packaging and airflow requirements
  • Monitoring and data-retention requirements
  • Procedures for assessing a temperature excursion
  • Destination-country and buyer specifications

Temperature settings should be based on the product specification, applicable regulation and the buyer’s agreed requirements. Exporters should not assume that a setting suitable for one commodity, formulation or packaging format will work for another.

Where pharmaceuticals or medical products are involved, the control programme may require additional qualification and documented distribution practices. The World Health Organization’s guidance sets out principles for the safe storage and distribution of time- and temperature-sensitive pharmaceutical products, while recognising that local regulations take precedence.

Begin temperature control at source

Product temperature at loading is one of the most important elements of cold-chain performance. Refrigerated containers and vehicles are generally intended to maintain cargo at its required transport temperature. They should not be treated as substitutes for properly designed pre-cooling or production controls.

For applicable products, preparation at source may include:

  • Harvesting or producing during appropriate operating windows
  • Moving products promptly into shade or controlled environments
  • Removing field or process heat using an approved method
  • Allowing adequate time for the product to reach its target condition
  • Verifying core or pulp temperature before loading
  • Preventing warmed products from being mixed with properly conditioned stock

Exporters should record when cooling began, when the target condition was reached and who authorised the product for loading. These records create traceability and make it easier to distinguish an equipment problem from an upstream preparation problem.

Select packaging for the full export journey

Export packaging must protect the product while permitting the cold chain to function correctly. A carton may be strong enough for local distribution but unsuitable for a long international route involving stacking, humidity, vibration and multiple handling points.

Packaging assessments should consider:

  • Structural strength under refrigerated and humid conditions
  • Vent alignment and airflow through the load
  • Product protection during vibration and handling
  • Moisture resistance and condensation
  • Pallet stability and stacking height
  • Compatibility with the selected cooling method
  • Labelling, handling and orientation requirements
  • Recyclability and destination-market packaging rules

Excessive wrapping, blocked vents or poor pallet configuration can restrict airflow and produce uneven temperatures. Conversely, insufficient packaging can expose products to physical damage or unstable conditions.

Trial shipments and controlled packaging tests can help exporters evaluate performance before committing high-value commercial volumes.

Verify equipment before loading

Refrigerated equipment should be inspected and prepared before cargo is introduced. For South African perishable exports, the Perishable Products Export Control Board provides third-party assurance that containers and vessels used for export meet relevant technical and hygienic standards. PPECB notes that it has managed South Africa’s export cold chain since 1926.

A pre-loading check should confirm:

  • The equipment is technically suitable for the commodity
  • The unit has completed the necessary pre-trip inspection
  • The interior is clean, dry and free from odours or contamination
  • Door seals, drains and internal fittings are in acceptable condition
  • The correct temperature, ventilation and humidity settings are entered
  • Monitoring devices are working and correctly positioned
  • Sufficient fuel or electrical supply is available
  • The equipment identification matches the booking documents

Settings should be independently checked against the written shipping instruction. A simple transcription error can affect an entire consignment, particularly when similar products require different operating conditions.

Load for airflow, stability and inspection

Loading patterns directly influence temperature distribution. Even a correctly operating refrigeration unit may struggle to maintain uniform conditions when cargo blocks air channels or extends beyond the intended loading limits.

The loading team should follow an approved plan covering:

  • Pallet orientation and spacing
  • Maximum loading height
  • Positioning relative to airflow channels
  • Separation of incompatible products
  • Safe weight distribution
  • Placement of temperature-monitoring devices
  • Seal application and recording
  • Final verification of cargo and equipment settings

Loading should be completed efficiently, but speed should not replace control. Product should not remain exposed unnecessarily while documentation, equipment or vehicles are still being prepared.

Photographs of the loaded unit, monitoring-device positions and seal number can strengthen the shipment record and assist with later investigations.

Monitor conditions throughout the journey

Temperature monitoring converts cold-chain management from assumption into evidence. The purpose is not simply to generate a graph after delivery, but to identify deviations early enough for corrective action where possible.

The monitoring plan should define:

  • The type and accuracy of each monitoring device
  • Calibration and maintenance requirements
  • Sensor placement within the load
  • Recording intervals
  • Alert thresholds and escalation procedures
  • Who receives and responds to notifications
  • How records will be stored and shared
  • How missing or inconsistent data will be handled

A single sensor may not reflect conditions across a large or densely packed consignment. Exporters should use a monitoring arrangement appropriate to the cargo value, load configuration, route and product sensitivity.

Real-time telematics can be valuable on high-risk routes because it may allow teams to respond to equipment faults, unexpected stops or changes in temperature before the shipment reaches its destination. Where real-time access is unavailable, calibrated data loggers still provide essential evidence for delivery acceptance and post-shipment review.

Control handovers and dwell time

Risk often increases when a shipment passes between organisations. A load may move from a production site to a packhouse, refrigerated warehouse, transporter, port terminal, shipping line, destination warehouse and final buyer.

At every handover, responsibility should be explicit. The receiving party should confirm:

  • Product and equipment identification
  • Seal status
  • Temperature or operating condition
  • Time of receipt and release
  • Visible damage or contamination
  • Documentation received
  • Outstanding alerts or deviations
  • The person accepting custody

Dwell time should also be monitored. A shipment may travel efficiently for most of its journey but still experience damaging exposure while waiting for inspection, loading, electrical connection, customs release or collection.

Exporters should identify these waiting points when planning the route and agree procedures with service providers before the shipment departs.

Build contingencies around known risks

Cold-chain planning should consider what may go wrong, not only what should happen under normal conditions. Common risks include equipment failure, power interruptions, congestion, missed vessel connections, inspection delays, road closures, extreme weather and incomplete documentation.

A practical contingency plan should include:

  • Emergency contacts for each operating region
  • Alternative cold-storage facilities
  • Procedures for repairing or replacing equipment
  • Backup power arrangements
  • Escalation rules for delayed port or border movements
  • Instructions for protecting cargo during inspections
  • Authority for rerouting or transferring a load
  • Criteria for informing the buyer
  • Procedures for retaining monitoring and incident records

Not every disruption requires the same response. A short delay while equipment continues operating may present limited risk, while an unpowered container or open-door inspection may require immediate intervention.

Responsibilities and spending authority should be agreed beforehand so that the team does not lose valuable time seeking approval during an incident.

Assess temperature excursions systematically

A temperature excursion does not automatically prove that a product is unusable. Equally, the absence of visible damage does not establish that the product remains acceptable.

Every excursion should be assessed using product-specific information. The investigation should consider:

  • The highest or lowest temperature recorded
  • The duration of the deviation
  • Where the sensor was positioned
  • Product temperature rather than air temperature alone
  • The product’s known stability or tolerance
  • Journey time still remaining
  • Packaging and load configuration
  • Regulatory and buyer acceptance criteria
  • Evidence of repeated or cumulative exposure

The final decision should be made by an authorised person with the necessary product knowledge. Depending on the findings, the shipment may be accepted, conditionally released, tested, reworked, redirected or rejected.

The investigation should document the root cause and identify corrective action. Repeated deviations may indicate a systemic problem with loading, equipment selection, route design or service-provider performance.

Measure reliability as a commercial performance indicator

Cold-chain performance should be reviewed across shipments rather than only when a claim occurs. A structured scorecard helps exporters identify recurring weaknesses and compare service providers objectively.

Useful indicators include:

  • Percentage of shipments delivered within specification
  • Number and duration of temperature excursions
  • Product rejection and claims rate
  • Average dwell time at critical handover points
  • Equipment-failure frequency
  • On-time collection and delivery performance
  • Monitoring-data availability
  • Packaging or load-damage rate
  • Product loss or write-off value
  • Time taken to close incident investigations

These measures should be examined by product, route, carrier, facility and season. A strong overall average can conceal a recurring problem on one destination or during one high-volume period.

The results can inform contract reviews, route changes, equipment upgrades, packaging improvements and staff training.

Turn cold-chain reliability into export growth

International buyers depend on predictable supply. A supplier that consistently delivers compliant products with adequate remaining shelf life becomes easier to plan around and less costly to manage.

Reliable cold-chain performance can support:

  • Fewer rejected or discounted shipments
  • Lower claims and replacement costs
  • Longer practical selling windows
  • Improved customer confidence
  • Stronger supplier evaluations
  • Access to more demanding markets
  • Greater potential for repeat and higher-volume orders

The benefit is therefore not limited to preventing loss. Cold-chain evidence can form part of an exporter’s commercial proposition. Monitoring records, documented handovers and consistent delivery outcomes demonstrate that the supplier can manage the full journey, not merely produce a suitable product.

Building dependable cold-chain exports

A dependable cold chain is built through coordination. Product preparation, packaging, refrigeration, loading, documentation, monitoring and incident response must function as parts of the same operating system.
